During 1999, the Free Speech Coalition serves
nonprofit and agency members by doing the
following:

1.
|
Oppose federal legislation or regulations that
violate First Amendment, interstate commerce and
due process rights.
|
|
2.
|
Oppose state and local legislation or
regulations that violate First Amendment,
interstate commerce and due process rights.
|
|
3.
|
Support legislation and regulations that would
protect First Amendment rights.
|
|
4.
|
Inform Members of Opportunities to Influence
Changes to Regulations, including:
Federal Election Commission: FSC and FSC members
filed comments with the FEC on two regulations
matters in January 1998.
Internal Revenue Service: (a.) increasing income
threshold to exempt more nonprofits from
requirement to file Forms 990 and 940EZ each year;
(b.) Taxpayer Bill of Rights 2/Intermediate
Sanctions regulations; and (c.) State of Oregon:
charitable organization registration and reporting
regulations.

Inform Members of New Laws, Rules, Regulations
and Requirements, including: (a.) State charitable
solicitation laws; (b.) Selected Congressional laws
and rules; (c.) Federal Election Commission
regulations; (d.) Internal Revenue Service
regulations, including intermediate.
sanctions regulations; (e.) Postal Service
regulations; (f.) AICPA's new accounting standards
(released in February 1998); and (g.) Report On
Court Decisions Affecting Nonprofits.
